General
I have the honor to recommend that Col. Thomas Harrison 8th Texas Cavalry
for promotion to position of Brigadier General to command the Brigade consisted
of 8th & 11th Texas, 3rd Ark and 8th Tenn Cavalry which he has commanded
with great gallantry and efficiency for more than two years past.
More than two thirds of the General Officers of my command have been assigned, instead of having promoted Colonels. This has had a dispiriting effect upon my command as has been specially remarked upon by Major Bryan Jasper Genl of Genl Beauregard's staff and most of the assignments have proved detrimental to the service.
Col. Harrison is a native of Mississippi and a citizen of Texas.
Respectfully General

Respectfully forwarded approved. Immediate action is urgently requested as Gen Wheeler's command has undoubtedly suffered from its delay in promoting meritorious officers.
